Yes you can, you will need to apply a liquid tar first. Asphalt tends to "pop" off in freezing areas though.

Rule of Thumb; Nothing Sticks To Concrete. But there are a few bonding agents they have begun to use for this application. I don't know how well they work or how long they last. But if you drive on it you WILL get pot holes. When a surface gets wet and you drive on it the tire will cause a significant amount of hydraulic pressure in the crevices. This pressure is forced in to the surface and will slowly cause cracks. But when you have a shallow separation layer (asphalt over concrete) that pressure will go down into that layer causing even pressure in all directions which in turn lifts the weaker asphalt off the concrete and viola a pothole.

no, but why would you want to. concrete is by far the most durrable driveway material (I think) you may be better off tearing out the concrete and starting over. if you get asphalt you will have to re-finish it every year or two. if you go the extra mile and put concrete back down you will have a driveway that will last for a long, long time. we poured ours in '93 and it shows almost no signs of wear. every five years or so we tear out the caulking on the expantion joint and re-do it. it takes very little time and very little effort.
