Spray the stains with full strength Simple Green & then soak the panties in cold water for about an hour or two. Wash as usual, then check stain. If it's not gone, repeat process.
Simple Green works better than OxyClean, Shout, etc. I've been using it since I started my period almost 20 years ago. Simple Green can be found in the automotive section. I use it for other stains too, including spaghetti sauce, oily stains, grass & more. Don't dilute it as it states. Spray directly onto the menstrual stain.
Bleach will eventually damage the fabric by eating tiny holes into the panties. Avoid bleach products completely. Hydrogen peroxide will do the same.

Soak in cold water overnight, then wash in biological powder or liquid. Or try one of the oxygenated sprays on the market. All are pretty effective.
