I really don't remember her having a best friend, or really any mention of friends, aside from those she gains during the course of the game. It's been a long time (7 years?) since I played that game though.
She had that knight Steiner. I guess they were kind of friends but he was more like a bodyguard/friend. There was Cid, he was her father's best friend and her uncle I think. She met Eiko in the course of the game and they were like friendly rivals I think, but they ended up sort of sisterly.
I can't think of anyone else that could be anything like a best friend to her.

I don't think she has a best friend. The closest one would be Eiko since she builds a sister like relationship with her through out the game.

I would say that it would be Zidane since Garenet will be liking him for saving and protecting her.
