Do you mean "Were proficient in?" Because there is no need for spears or bows now.
We were more proficient with bows, some of us still are, like myself. We could launch six(6) arrows in the time it took to fire one shot from a gun, before repeating arms were invented.
Now, we're getting proficient in living in the White Man's society.

Pre-contact period - Indigenous people of this land were as good as any other race that lived on this planet that survived or died by what they brought home to share.
Contact period - very good with both
Present day - Indigenous hunters may use guns but proficient with bow. Not sure where a spear would be more useful then gun or bow

By Native Americans you mean American Indians, I would say that many of them are proficient as bank presidents, handling billions in gambling houses, CEOing corporations, etc.
They're not attacking covered wagons any more.
By the way"native" comes from a word meaning "born"- - a native is a person living in the place where he was born.

I would guess bows because they used them for so many things. They'd have more daily practice with a bow than with a spear.

i need to say both, for they was a people that use the tools that had to hunt an feed their family,, me being half breed my self,,, an knowing they was run from their land, their bow an spears was no match for the gun,
