As some people have noted, virtually all the presidents had "issues" during their administrations, but some were considered particularly scandal-ridden.

Probably the first such was Ulysses Grant, who served from 1869 to 1872. His administration was noted for the following scandals:

Credit Mobilier, a railroad stock scam.
Black Friday, a gold speculation scheme that caused a financial crisis.
The Whiskey Ring, a scheme to defraud the government of nearly 3 million dollars in taxes.

Although those were the three principal scandals of the Grant administration, they were not the only ones.

The administration of Warren G. Harding (1921 - 1923) was also noted for scandal, not so much for the number as the severity. Besides the fact the Harding appointed to office a bunch of his old cronies, who proceeded to rob the government, his administration saw a scandal that rocked the nation for years afterward -- the Teapot Dome affair.

The administration of Richard Nixon was also plagued by scandal, such as tax evasion, illicit campaign contributions, and secret (and illegal) bombings of Cambodia and Laos, but the most famous, of course, was Watergate, which would ultimately lead Nixon to be the first president to resign from office. If he had not resigned he would have been impeached and removed from office.

Oddly, no one else, at least not as of the time of this writing, cited the Reagan administration, which was actually one of the most scandal-plagued of the 20th Century. The Iran-Contra affair, the Savings-and-Loan buyout, the HUD grant-rigging scandal, the lobbying scandal, the EPA scandal, and others, resulted in the indictment and conviction of dozens of Reagan administration officials, including his Chief of Staff, his Press Secretary, his Secretary of the Interior, two of his assistant HUD secretaries, and two of his National Security Advisors.

Those are probably the worst of the lot, so take your pick. I did not include Clinton on this list because most of the so-called "scandals" of his administration simply came to naught. The only one of substance was the Monica Lewinsky scandal. For lying to Congress about having had an affair with Lewinsky, Clinton was impeached by the House but not removed from office by the Senate. Interestingly, the public apparently disagreed with the Republican attempt to unseat Clinton, since Clinton's approval ratings actually went up.

President Harding. He created a cabinet full of his friends that only brought scandal to the government. The members of the cabinet manipulated navy oil fields and leased them off illegaly.

They were also known as the Ohio Gang. All of the cabinet members were bribed and guilty of fraud, however not all of them were caught.

You name them- no president- not even Washington- was scandal free.
Probably the worst offender was U.S. Grant, who appointed political hacks and personal cronies who were corrupt. A close runner up, if not first place would have to be our current President Bush, for many of the same reasons (but add in some ideological extremeism).

Ulysses Grant. Formerly he was associated with honesty, however after his election to presidency, his term was filled with scandalous events such as the US navy taking bribes for contracts to build boats.
