You need to melt the snow. If you eat the snow it will use up the calories your body needs to stay warm.
Secondly, it takes a lot of snow to make a little bit of water. You could not eat enough snow to make up for the moisture your body is losing.

If you're warm and likely to remain warm then it's perfectly safe to eat the snow as it is. If you're cold or are likely to become cold very soon then melt the snow first but not using body heat - e.g. don't hold a cup of snow in your hands until it melts.

You should get water some way. Eat the snow or melt and eat it. But... you can also drink your urine three times before it starts to become toxic.
