Internet providers are clever if you read properly it will say up to 1 meg. So you will be getting what they say. Living on the 3rd floor should,nt make any difference i would,nt think.
We,ve noticed that if you go on the internet at around 4pm then it runs slower, because all the kids have come home and logged on. If you run a speed test late on at night you,ll probably find you will be getting your 1 meg or maybe even a bit more.
If not and it,s running at 63kb all the time i,d get on to your provider. Good luck.

if you are using broadband an you are living an an appartment then you know that you are sharing internet with other people, meaning you are not getting the full 125kb/sec of speed, your getting like you said 63kb. So at random times check your speed see if they change during the day/night.

You may also want to see what is accessing the internet in your computer, sometimes you have things in your computer that are accessing the computer that you dont know about thats taking up internet speed. Download Remove it pro and remove the ad ware and spy ware in your pc.
google, remove it pro and download and scan. You can uninstall it when done. i just recommend it.

Assume you have a link with 1Mb/s, the max. speed should be 1M/8=125KB/s, If you have 63kb(KB?) then it mean you only have about 50% efficiency.
