The Japanese military planned and executed the attack on Pearl Harbor. They sent airplanes carrying a variety of bombs and torpedoes with the purpose of inflicting maximum damage on the U.S. Navy and Army Air Force, military targets. The reason it ended up being a surprise or sneak attack was that Japanese diplomats in Washington didn't receive the ultimatum from Tokyo in time.
The 9/11 terrorist were counting on surprise and inflicting maximum terror and casualties on primarily civiliam targets. With modern technology, the terrorist were able to kill nearly three thousand people with only four weapons(airliners). The Japanese needed nearly four hundred airplanes, loaded with bombs to kill just over twenty-four hundred people.

Hmm. Both I guess were considered acts of war upon US soil,
both were conducted in (relative) secrecy, both were attacks by air, and both caused mass amounts of death, injuries, and destruction by foreign invaders. You could make a nice comparision/contrast paper there with that.
