I'm going on vacation and I have a connecting flight in Narita Airport. My question is: am I allowed to leave the airport for a few hours to go sightseeing and then come back to the airport for my connecting flight.

If I am allowed, any suggestions for places to go that are close to the airport? I want to take pictures.

Its not worth it. Stay in the airport.

The basic answer is your you can leave the airport if you are from country that allows you to enter Japan without obtaining a special entry visa. (USA, UK, Canada, AUS, NZ, EU, etc. )
If your connecting time is less than 6 hours, it might be difficult to manage a trip into Narita City or Tokyo.
If you have a connecting flight that leaves in within the next few hours, the airlines will have you do directly to the next boarding terminal/gate area. You will not go through customs and immigration, and technically you are in transit will have not entered into Japan.
If the connection time is something like 8 hours you have enough time to go into Narita City or maybe the Tokyo station or Ueno areas. When I return home to Tokyo from business trips, it usually takes me about 2.5 hours to get to Shinjuku from the airport. Check in for your next flight requires 2 hours prior check in, so you have about 5 hours already comsumed.

Narita City is where the Tokyo International airport is located. If the time permits, you can run into Narita City. There is a local train from the airport that runs into Narita City. You can walk around the station area and take in some of the sights and local flavor. If you have more time, I suggest to take the Keisi Skyliner to Ueno, and take in some of the sights and sounds of Ueno. The Skyliner takes about 1 hour between Ueno and the airport.

Unfortunately, you won't have time to see anything spectacular in just a few hours. Tokyo is about 1.5 hours by train from Narita, and the trains only come every hour. Considering all the controls set in place, you're not going to have much time for anything. I suggest reserving a day room for your time there. They are comfortably equipped with clean beds and tvs. You can reserve those at the website I've included below. Enjoy your time in Narita, it's absolutely huge and very very clean. I usually leave a couple hours early for my flights just so I can hang out there!
