They were both attacks perpetrated by the american government on themselves in order to justify entering wars that they had no buisness being in. Also those in power had interests in companies used to feul the war machine. History has a way of repeating itself.

The only thing is that the attacks occured on American soil.
9/11 we were already at war with the terrorists, the WTC had already been bombed by terrorists (under Clinton).
Pearl Harbor was attacked as a first strike by a nation (Japan) after war had been declared (Japanese ambasssador failed to give message in time).
The notion that the US 'knew' about it before hand is told by people who look back at intelligence with knoweldge of what is going to happen. This makes it easy to pick out reports when you know what's going to happen, the hard part is looking over reports without prior knowledge of an event then trying to guard against it.
I've studied Pearl Harbor for 30 years and I haven't heard anything yet that suggests that the government knew fully in advance of the attack. The reasons is I also look beyond just Pearl Harbor, something many conspircy theorists fail to do.

They both started a war... pearl harbor was the beginning of ww2 for the US and 9/11 was the beginning of the war we are in right now.

Both were air attacks. No state of war existed between the countries involved. Innocent civilians were killed. Peacetime soldiers and sailors classed with civilians is debatable. Surprise was the most important component. Both were supposed to demoraize America. In both cases, the opposite occured. (The old joke about the Japanese calling the Taliban, saying "NO,NO,NO. BAD MOVE!)

I don't know. I guess it was an attack on our own land, and it was unexpected.
