Yes, you can. Even babies are able to have them. Although orgasms are usually thought of as being caused by sexual acts, they're really a series of muscle contractions throughout your pelvic area. You don't need the secondary sex characteristics (hitting puberty) to be able to have an orgasm.
As to finding out what it's like, you're a bit young to be trying it out with another guy/girl. Try masturbation.

How do you not know what an orgasm is like? If you want to find out if you had one or not go into the bathroom for like 10 minutes.
