In terms of overall sentence use, it is used to highlight two independent clauses that have been linked by a conjuction/preposition (and, but, or).

In example A, the comma correctly creates a seperation between the various descriptions of the apple (crisp and juicy).

In example B, the clause "looks clean and neat" is not independent of the subject "She" and the verb "is", therefore the comma is incorrectly used.

In example C, settled and well-educated are both descriptions or adjectives describing the term population, and therefore need to be seperated by a comma; thus is incorrect.

In example D, US, Japan and Germany objects that refer to the phrase 'economic powers' and thus need seperation by a comma, which also makes it incorrect.

If any is totally correct i think it's "A." B doesn't need a comma between "dress" and "and", that's redundant. C might need one between settled and well-educated because they're both adjectives referring to population but i don't think that's as eggregious as D which would definitely need one between "United States" and "Japan." So the only one that doesn't look totally suspicious would be "A." Most people use commas too much, especially when the word "and" will typically take care of it.
