Personally, I doubt it. For all the stories you hear about her drinking, partying, etc., you really don't hear about her doing drugs. Or maybe I just haven't heard those stories. My personal opinion as to why Brit shaved her head is because she had one of those moments that most women who are constantly dying their hair and damaging it has... Your hair gets so brittle and disgusting that you get frustrated it and want to shave it all off. Most women are able to control that impulse, but obviously Britney (if this was the reason she did it) couldn't.

Interesting thought... I from my time in the NAVY I heard that cocaine traces remain in the hair for a LONG time even though it passes out of the blood / urine quickly...

lol....no, they can take hair from any part of your body. She should know that. I think she did it, cuz long hair can get to you, and if she was irratated at all, which she obviously was, you would do something crazy and shave it all off. I have wanted to do it myself.*

No, she did none of that. We'll never know, unless one of us knows her. I don't, so we'll never know! Perhaps a new beginning or to fight and fend of paparazzi - visibly, it didn't work.
