My house gets cold VERY quickly. I'm having someone come by to look at the insulation in the attic and was just wondering what I should expect. There's a layer of it blown above the ceiling but nothing under the rafters. Would it be helpful to put some on the rafters too? Or more blown above the ceiling?

Under the house, there is nothing. Would it help more to insulate the floor than add more to the ceiling?

Anytime you can add insulation, especially where none exists, it will save you energy. Also, it is important to seal any penetrations that go to the outside air (attics, crawl spaces beneath the house, exterior walls, etc.). Insulation batts can be added between your floor joists to insulate the floor of your house, and you can add an additional layer of blown-in insulation in your attic. Blown virgin-spun fiberglass (Insulsafe) is the best s blown-in type as cellulose is treated paper that absorbs moisture, sags as a result, and losing much of its insulating ability. Existing exterior walls are more difficult to address.

Yes the more insulation the better. Yes I would use R19 for thr flooring aspect. The roofing part depends on the rafters are they 2x6, 2x8,2x10, or 2x12. R34 I would suggest for most rafter bays. Just make sure air can get from the ridge to the soffit of your house it is important for it to breathe.
