nothing would happen. as it is the air we breath now is about 20% Oxygen. increasing the percentage will do nothing more than increase the affinity for oxygen in our blood.

Early astronauts breathed pure oxygen at reduced pressure, equivalent to about 33% oxygen in air. That is what caused the Apollo 1 disaster. Breathing 100% oxygen at 1 atmosphere will cause problems - convulsions, inflamation of the lungs accompanied by difficulty breathing.

You sit with tubes in your nostrils and they pump through pure oxygen.
You feel a little light headded afterward, but it boosts the oxygen in your blood.
that's why people with lung diseases walk around with oxygen tanks because their lungs cannot do the job of processing oxygen efficiently to get it distributed in the bloodstream, so they have to compensate for that by giving them pure oxygen.

Probably at such a small level, absolutely nothing. However, if it got to high we would not be able to survive...plus one match and the entire planet would go "boom".
