It actually is, by definition, putting your stick on an opposing player to impede his progress towards the puck or with the puck towards your goal. However, the NHL has gone a little bit further to not allow any type of contact really using your stick on another player. You can still tie up an opponents stick in front of your net, but you cannot have your stick up around his hands or it is called a penalty. Also, if you put your stick on a guys waistline, whether he is slowed down or not, they call it a penalty now. It is ridiculous though that they call some of that stuff hooking nowadays. I think that they need to go back to the old school way of calling a hooking penalty, it just makes more sense that way given the actual definition of the penalty.

Hooking is a penalty in Hockey when a player takes his stick and does just that hooks another player to prevent him from reaching a point.

It used to be if you used your stick to impede an opposing player it was called
However, from what I've seen in the new NHL,
if you place your stick within 12 feet of an opponent
The ref calls it
