Banks are required by law (according to the PATRIOT ACT) to properly ID new customers that they do business with. Also, banks usually require 2 forms of identification in order to open an account.

you have to get ID, call the inland revenue and ask them to post you some correspondence. Or a letter which tells you how much in benfeits you receive. Bank will accept lots of ID not just passports, licences etc. Your best bet is to ask your local bank for a list of acceptable ID

I believe you are not without intelligence. Why would you run around without Identification? Have you ever seen the show COPS? People get arrested for not having Identification. So what if you do not have a driver's license. You can still buy a State Identification. No one can prevent you from getting that.
You do need a certified birth certificate and a bill from the mail that has your address on it. Good luck on getting your life in order.

You can't. It stops people from Laundering Money through accounts and then using it for dodgy purposes!

You can if you have a passport. But without a passport or an identification from your state, you can't. They don't costs that much from the DMV.
