The character "Hermione" did have bushier hair in both "Harry Potter and the Sorcerer's Stone" and "Harry Potter and the Chamber of Secrets", however, as the stars have grown into being young adults, it was negotiated that Emma Watson didn't have to wear her hair that way anymore.

Harry's hair is supposed to be messy and uncombed, too.

They make changes in movies because a director might have a different "vision" of the character than the book. Or because the "perfect" actor for the part doesn't have bushy hair. Or because a more cared-for look is nicer looking on the screen.

Hermione's hair is one of the SMALLER changes the movie made from Rowling's text. Large sections are cut out entirely, characters backgrounds are minimized or ignored, and physical details about Hogwarts and other locations are changed to suit production.

The plots are greatly simplified from the books, as well...
