No being a US resident reffers to you residing (a.k.a. living) in the United States. If you are a resident of a country it means you live there, nothing more nothing less. You can infer the person may have been born, but this is a multi-cultural country and more than likely they could be an immigrant.

No, not all US residents were born in the US. Thousands have immigrated to the US and after a period of time, tests, etc. They can apply for citizenship. This is handled through the Federal Court System, and they usually wait till they have several hundred to swear in. It is a honorable sight to see! Then they are issued a Certificate of Citizenship. At this time they are permitted to change their name to something more identifiable in the US. Can apply for a Voters Registration Card, a US Passport, and so on. They have the same rights as someone born in the US with the exception of being President of the United States.

Look at Arnold Schwarzenegger. There is a prime example. Governor of California, but can't be President!

No, there is such a thing as a US Resident Alien -- not born in the US.

The first source that I provided expands on this a little.

Additionally citizenship can be gained and a US citizen that was not born a citizen originally is a 'Naturalized' citizen.

The second source is a wikipedia article on naturalization.

A U.S. resident is a person who lives in the U.S. That person isn't necessarily born in the U.S.

A person from England, living in Chicago is a resident of the U.S., a citizen of England.
