I`d say Abercrombie Kids or Abercrombie & Fitch (depending on size and what not), American Eagle, Hollister Co., and Forever 21 all have the good styles and range in different prices in their stores.
But specifically, I`d say go shop around in different stores and mix things up a bit ; you don`t have to shop at a specific store to complete a look or to look cute period. Wear some jeans, maybe some cute flats/pointed toe flats, and a basic cami and blazer to match. Then accessorize it with a necklace, earrings, and even a bracelet. Get some matching things for your hair too and even a bag to match. You can even change your hairstyle up too to get you into the Spring look.

Ok well i am 13 too. I am pretty tiny but i go shopping and find cute clothes. I like low rise jeans but there are only a couple COOL stores that i buy from: Hollister(west coast Beach style)
Abercrombie& Fitch(preppy)(kidsor adult)
american eagle!(preppy/cool)
Delias.com(they have a huge size range for jeans!) 28" inseams to 37"inseams and 00- somethin waists!!!
check those out their sales are really good to
I only fit in the hollister shirts(pants too big)

maybe camis with a cute skirt or shorts. like maybe a summer dress up to the knees . shorts with strip or dotted tank top.
