Along with the Martin Luther King i have a dream speech .This speech you are quoting by His Majesty Emperor Haile Selassie 1 is a great speech. It was set to music by Bob Marley ,for those who don't know it please read on .........SPEECH - California 28th february 1968
"That until the philosophy which holds one race superior and another inferior is finally and permanently discredited and abandoned; that until there are no longer any first-class and second-class citizens of any nation; that until the color of a man's skin is of no more significance than the color of his eyes; that until the basic human rights are equally guaranteed to all, without regard to race -- until that day, the dreams of lasting peace and world citizenship and the rule of international morality will remain but a fleeting illusion, to be pursued but never attained. And also, that until the ignoble and unhappy regimes that hold our brothers in Angola, in Mozambique and in South Africa in subhuman bondage have been toppled and destroyed; until bigotry and prejudice and malicious and inhuman self-interest have been replaced by understanding, tolerance and good-will; until all Africans stand and speak as free beings, equal in the eyes of all men as they are in Heaven -- until that day the African continent will not know peace. We Africans will fight, if necessary and we know that we shall win, as we are confident in the victory of good over evil."

I don't think it is. Skin is just skin but a persons eyes, whatever their colour let you see into the soul of that person. You can usually tell if they are humorous, timid/shy, angry, aggressive, interested in what you say. Lots more. In fact if you ignore the appearance/colour of a person and look at their eyes first you will find out much more about them. It is very difficult for someone to hide their true personna through their eyes and could lead to you making more true friends and avoiding making less insincere friends. Eyes Rule whatever their colour.

I personally don't think it is because of "racism", a title that we like to apply to everything nowadays. Rather, I feel that it is because skin colour is the most apparent aspect of a person's physical appearance; you are covered from head to toe in skin, nearly every inch of your body. It's unreasonable to assume one would not notice the most apparent aspect of the human physique and rather would notice the least apparent at a first glance. However, I must say that the colour of one's eyes does hold more significance to me than the colour of their skin on an overall basis.

Because a couple of the same colour often have children with different eye colour, but it is exceedingly rare for a couple of the same colour to have children of different body colours than their own.

So similiarities have a tendancy to stick together.

I guess that does depend on who is looking at the skin. Good question though.
