This isnt about championships or stats, just pure arm strength, ie. highest velocity, longest long ball, etc.
My list.
1. John Elway: The standard by which all measured. Coming out of Stanford, Elway threw bullets 60 yards on the run, had unlimited range on the deep ball and mangled his receivers' hands on medium routes.
2. Steve Bartkowski: In the late 1970s at Cal, Bartkowski famously threw the ball 100 yards while goofing off.
3. Doug Williams: Nobody threw a prettier deep ball.
4. Brett Favre: In the mid-1990s, this guy moved and fired and could hit any point on the field. Just like Elway, minus a few miles per hour on the fastball.
5. Michael Vick: Tough call. On some throws, he looks like a lefthanded Elway, with unrivaled velocity and distance. But half the time, his passes flutter. He has small hands and an inconsistent release point, when it all clicks he can gun it.

Not in any particular order:

Brett Favre
Doug Williams
John Elway
Sonny Jurgenson (It's been said he is one of the best pure passers ever)
Steve Bartowski (You gotta have a least one old school Raiders QB on the list, they love the long ball, and that's why Jamarcus Russell will be the number one pick for Oakland)

Bonus: Rohan Davey who played for LSU around 5 years ago, has a rocket for an arm

I'm not sure about all-time, as I'm 22 years old and wasn't around to watch a lot of these guys throw the ball often. If you want to talk about more current arms, I can do that.

A survey was done with NFL receivers about 2 years ago, asking who had the strongest arm of quarterbacks in the NFL. The top two names were Brett Favre and Michael Vick. Favre's been known to break fingers, and Vick's been seen throwing a football 85+ yards.

1. Dan Fouts (Famous for the Deep Ball with Air Coriel)-
2. Doug Williams (Always a nice spiral deep)
3. John Elway (Could hit a WR anywhere on the field, especially croos-field)
4. Randall Cunningham (Once threw one 70 yards in the air during a game)
5. Michael Vick (even though I can't stand Ron Mexico!)

Arm strength is tricky. lots of qb's have had tremendous arm strength but never made much of a dent in the nfl like MIchael Bishop, Ryan Leaf, or Kyle Boller, who threw the ball through the uprights from the 50 yeard line on one knee (60 yards to the uprights plus the extra distance to clear the 10 feet of height). among legendary QB's i'll go with:

1. Sonny Jurgenson (could throw 50 yards behind his back)
2. Darryl Lamonica (they didn't call him "The Mad Bomber" for his looks)
3. Randall Cunningham (beat Elway head to head in qb challenge believe it or not)
4. John Elway (the greatest to ever play the position IMO)
5. (tie) Brett Favre & Joe Namath (who I honestly think could put the ball in a teacup from 50 yards)

As an honorable mention i'll say Kordell Stewart simply because he threw a game-winning pass nearly 75 yards in the air in full pads when he played at Colorado.

2) John Elway
3) Daunte Culpepper
4) Peyton Manning
5) Jamarcus Russell when he enters the NFL. Flat out has a rocket, although he is more of a prospect than Quinn, Quinn is NFL ready

1.Favre(Strongest arm I've ever seen)
2.Bukich(thew the ball 100 yards once)
3.Elway(could throw it for miles)
Thats all the people I can really say had the best arm.No one compares to those 3.

Your list is good, except Jeff George (no kidding) would be #5 instead of Michael Vick.
