Because if it slouched, that would be ridiculous!
Actually, a poorly prepared foundation. Even with more modern forms of stabilization, the tower continues to increase its limbo style of existance.

It was Because when the Architects built it. the soil underneath it was soft and very mushy on one side so it sort of tipped over and started leaning to one side.
