that everything in their life is mundane, repetitive and spinster-ish. not exciting, new and bungee-jumping-ish.

Well, when someone says "You don't have a life" to you, typically you have done something that annoys them and they are pointing out that you have nothing better to do them annoy them which in most cases are true. So they are saying "Get a life" or something along the lines of that, basically they are just saying find something better to do in an arrogant way.
On the other view,
If someone is saying themselves They dont have a life they could going through some emotional problems and calling themselves useless, or just pointing back to the previous statement i made but using it on themselves.

Well that is something people say when they are frustrated by your lack of understanding for their situation or the situation you are "complaining" about. I have also heard people say this in a good natured way to people that they think need to get out of the house and interacting with people on a social level more often.
More often than not it is often said in a mean spirited way!

They have let themselves stagnate and eihter need a kick in the trousers or a new challenge to buck them up.
Or smacked around the head with a large smelly fish for feeling so sorry for themselves.
