They probably won't be able to make a second movie, if that's what you're asking. They left so much out of the story line and changed so much from the book in the movie, there's basically no way they can make a movie of the second book. Several of the important plot lines that started in Eragon and make up the whole next book, were left out from the movie Eragon.

It doesn't look like it. The first movie didn't do as well as anticipated and was actually really poorly received (I believe Rotten Tomatoes gave it only somewhere around a 16%). Originally, they expected it to be much bigger, and set the film up for Eldest, however it was determined at the time that it wasn't worth the second film. Though it's possible, a second movie is very unlikely and is not currently in the works.

I'm not sure they're making a sequel - I can't find a source that says it's in production. Also, the title is Eldest, the name of the second book. Eragon didn't do as well as they hoped.
