First find a service. Do you need advanced settings then you will have to pay. Look at yahoo's free one first then try webnooze good site and decent prices. Then are you going to be doing the programming or someone else?

To start a website, u must learn or know html, and some photo editing...
then if you already know that... think what site u will gonna publish or want, is it tutorial site? personal site? adult? or any
so that can deside what themes or design u want for ur site
or use any html templates from the other site and use it
then find a webhost that will host ur webpages and images,
upload it and that it!

here's one suggestion: go to http://www.terapad.com and sign up. You will have your own website up and running in just a couple of minutes. It can have webpages, a shop, image gelleries, forums and loads more. There is a community site which might give you some inspiration at http://www.terapad.com/net .... Good luck !
