I would like to know what it commemorated and who commissioned it? Any other details would be great. Thanks!

Nappie ordered the arch to be built in 1806, to commemorate all his victories in battle, not just Austerlitz. It was ordered in eager anticipation of his famous victories at places like Trafalgar, Moscow, Waterloo and so on. It wasn´t finally finished until many years after his famous victory over death.

It commemorated the French victories under the command of Napoleon.

It was built in 1805 or 1806. Look up the "Battle of Austerlitz."
It was commissioned to honor Napoleon's victory in that battle.
