Virtual Villagers Puzzle #5?

Question

I know that I need to drag a level 2 Builder to the north-western corner of the screen to unblock the stream & let loose a lagoon. my only problem is, that I have a master & an adept builder, and neither of them seem to really want to do so. i've over 52000 tech points and no more huts left to build, so how do i raise my builder's level so that he'll be able to unblock the stream?

Just keep dropping him over there. Sooner or later they will clear it out.
