I don't know how anyone could answer this question without more knowledge of your body type height, measurements etc... What would be long on a short built person could look short on a taller person. Body shape plays a big factor also. Anyways the best way to decide where to cut your jeans is put them on and make little marks with a marker or chalk as a guideline. That way you know when you cut them how short they will be.
As for taste in length that depends on your preference and where you will be wearing them. Showing butt is ok at the beach. But at the mall it's not very good.

The appropriate length for women's shorts is dependent on two factors: a) your comfort level and b) the setting.
If you can walk around in your shorts without being self-conscious and if you don't think you'll get raped at the next corner, your shorts are long enough/short enough. A part of this comfort level is derived from where you are. If you're going to wear the shorts indoors all alone, then by all means turn your shorts into a bikini. If you're wearing your shorts to the beach, then by all means, show a little cheek. If you'll be walking around in a mall, mid-thigh sounds about right. However, if you'll be walking in a seedy part of town, you should probably wear shorts that go down all the way to your knees.

They should probably be about 1 1/2 inches atleast down from your 'cheeks'. I used to cut them too short.

It depends on how old you old. Main rule-if you bend over & can see some butt or cooch, they are too short. You need to keep your privates private. What you can do, is measure them with your favorite pair of normal shorts. Mark the spot on your jeans with a pen & cut there.

It depends on how cute and how nice you look!!!
If you are fat jeans as jeans are fine!!
If you are not fat but not skinny short not to see flab is good!!
If you are hot and sexy and have nice legs and a fine round behind......sky is the limit!!! I would not mind if you cut them short as a thong!!! In fact why don't you follow my advice and send me a pic!!!

stop when you get to about a half inch before the pockets. Unless you want to have Daisy duke shorts, but thats kinda fading now.

too short is when Daisey duke would be embarrassed to wear them or when they give you a camel toe or all of your assets are hanging out that is when they are too short!
