I have seen a lot of good answers, above, so I shall add what I learned in my first Poli-Sci class. They are also referred to as the Power Elite. The true power in a representative form of government is not actually the (wo)man with the bucks (though usually that seems the case), but, is actually the (wo)man with the votes.

Well considering most voters cannot even name their two senators or the 3 branches of government, i would say ignorant.
