I have seen a lot of good answers, above, so I shall add what I learned in my first Poli-Sci class. They are also referred to as the Power Elite. The true power in a representative form of government is not actually the (wo)man with the bucks (though usually that seems the case), but, is actually the (wo)man with the votes.
