Sodium Hydroxide is very hygroscopic meaning that it absorbs water from the atmosphere, it also conducts electricity when in a solution.

After about ten minutes it has enough water from the atmosphere to conduct.

It pulls water vapor out of the air. The moist pellet now has ions that are mobile on the surface. If you take all the water vapor out of the air that it is exposed to, it won't conduct.
