On Federal level, House passes a bill, then senate passes their version of the bill. Then there is a conference by both houses of congress to reconcile the differences.If House and Senate can agree on same language, the bill moves to the President for his/her signature and it becomes law.

It goes to the house secretary, goes to the appropriate house committee, helf up to comittee by political hacks or of the opposing party. then mabye released from committee to the eintire house. debated and if voted on (or can go back to committee for admendments). If passed goes tothe senate, to the appropriate senate committee, released again to the entire senate, voted on or goes back to committee for changes or admentdments, . If passed by the senate and house without any more reservations goest o the presidet to sign or veto. Veto can then be overriden and made law if have 2/3 votes.

take a few million dollars to pay people to not show for a vote and tack on a couple pet projects and pork that the ones who do show up will vote for and the bill is passed.
