First decide what it is you don't like about yourself in the picture. If you're a pretty girl, I doubt your pictures are that bad. Sometimes clothing or bad hairdays could result in bad pictures. Practicing in front of a mirror is always a good idea. I myself only take pictures standing on the left of someone, because I consider that my "good side." See what works for you. Another good idea is taking pictures of yourself. I know not everyone can afford a digital camera, but if you have one, that's probably the best way to find your best look in a picture. Good Luck!!

photogenic is being buddies with the camera. spend the day or two with a camera. everywhere you go, take a picture of yourself. of course you can add buddies in your photos, but make sure you have you in every picture

make a lot of faces in front of the mirror find one that you think is cute, and then try practicing that face a lot and then take a lot of pictures then practice smiling in front of the mirror and then try making other faces in the mirror and take a lot of pictures, eventually you'll have a lot of photogenic pictures. =]

Practice different smiles and looks in the mirror. Also, smile with your eyes. Think of something or somebody that just makes you warm up inside.

Be comfortable in front of the camera.
Maybe your not comfortable with you body.
Just a guess.
Practice poses in the mirror.
Just dont tell people you do...

Here's the deal...the camera is the true test of beauty. You seem to think you're pretty, and that's fine..but clearly you aren't and the camera is telling you that. That or you have an AWFUL personality, which could very well be the case.
