"I choose to respond to your question at this time."

you chose the blue top instead of the red one.

choose is like, "i choose to throw a pie in your face" so its in a future (99% of the time its future) or present pretense (present pretense is what is happening right now and future pretense is what is going to happen)
chose is like, "i chose to eat the pie after i wiped it off of my face and the floor" so its in a past pretense (something that already has happened)
