It is a fresco painted on the ceiling of the chapel, and it was Michelangelo that was commissioned to paint it. The Sistine Chapel is located within the Vatican, which is the home state of the Pope and is completely independent from Italy, although it is situated within Rome.

it was i believe commissioned by the pope, who was i think one of the medici family, who were very big into commissioning artists. it depicts the old testament, but involves some classical pagan imagery as well, including simbils (sp?), which resemble angels. it uses a popular way of painting known as fresco, which unlike mural, is pigment painted into the plaster itself.
