Usually, you use a rubber smoothing tool to get the air bubbles out when your setting the wallpaper. If you've waited until the paper is dried, you can try cutting a small opening in the paper and letting it smooth down. Best if you can get a little glue behind the paper, then smooth out the bubble. If it's too bad, you'll have to peel off the wallpaper and start over.

Poke a tiny hole in it then use a damp clean cloth to smooth it out !

wet the paper a bit and stick a stick pin in it and wipe down with wet cloth
