i have the monster berserk dragon 8 star says it cant be special summond unless by deal with dark ruler can i still tribute sommon him

That is a what many people call a "Nomi Monster" Nomi monsters could not be tribute summon but summoned throughout another method. Some Nomi monsters include: The Envoys, Dark Magician Knight, Dark Eradicator Warlock, Red Eyes Darkness Dragon, ect. Hope I helped.
