As babies maybe, but very very soon they would require a much larger tank. 10 red belly's will need something like a 150 - 180 to do well.

Your tank is fine to keep your baby piranha in for now. Just remember the pH: 5.5 - 7.5 and the temp between 73-81.
People tend to surf the net and find a weird web page that states the animal requires a minimum tank size of 20 gallon and assume that is what each fish needs. That could not be farther from the truth. Piranha are schooling fish and should be kept together. Keeping schooling fish require less water as a whole. Since red bellies maximum size in the wild is 11" one also often assumes this is going to be its final size for all the fish when in fact the majority of tank kept piranha rarely reach their full potential even under extreamly superior water conditions. (That is also not to say some won't get bigger than that either)
You will be good with your 40 for a while. you will not need a 150 gallon for your 10 fish even when they mature. If you are breeding, you will come to find some are better producers than others and you will sell off those that aren't up to par while keeping some fry to raise.

so a ways as i comprehend, Piranha's are a training fish. it would be happiest in a college of a minimum of 5. With that being reported, i think of the minimum tank length could be fifty 5 gallons. 75 may well be the suited.

Yes, for now, but they will start to eat each other soon. a 100 gallon would be more like it. Just keep them fed. I have two in a 100 gallon and they are huge 12" long 8" high they eat 20- 25 gold fish a week.They are four years old.

at this time as babies yes as they get bigger no they will get as big as the palm of your hand rememeber the rule of one inch of fish per gallon of water that is when they are full size

well I guarantee U that the tank will need to be much, much larger. Those fish get rather big.
