Yes, it a very common from the earliest days of Fantasy or Rotissere baseball. It is probably one of the better indicators of how good a pitcher really is. ERA is a very team dependent stat that does not account for the ability of the rest of the defense on the field with the pitcher.

Yes. Walks & Hits per Innings Pitched. It is similar to ERA except it is per 1 inning and it is walks & hits instead of earned runs.
