I would worry about the turtle digging around and it floating. These are usually green, and he might mistake it for some kind of aquatic plant and take a bite out of it.

I used a couple of brick pavers that I stacked up. He couldn't move them and I didn't have to worry about what would happen if he decided to take a bite out of one. These only cost about $1.50 apiece, depending on the size and number you need.

Floral foam will float, and under constant water and the weight of the rocks, it will degrade over time. Floral foam flakes really easily and can cause powder that is harmful to the turtle's respiratory system. The turtle will also dig into and could possibly injest it, it is more of a risk than it is worth.

I recommend either actual clay bricks that have been cleaned, or some king of slate stones, the turtle can't injure itself on that and will not be likely to destroy them.

Floral foam would not be my first choice- if the turtles get to it, they can break it up and eat it too easily.

I'd just use a brick, large rock, etc.- but I am not quite sure what you are trying to do.

The turtles might bite and dig into it creating problemes. If you put it in there in such away that there is no way that the turtles can get to it then it should be fine, otherwise I would not advise it.

It wouldnt make much sense to use it to make one side higher as it will float and likely dissolve in the water. Use a rock or something natural that wont float.
