The Kuiper Belt is a band of comet-like bodies out past the orbit of Neptune and includes the dwarf planet Pluto and her kin. WAY, WAY out past Pluto, halfway to the nearest stars, is a spherical cloud of many millions of comets called the Oort Cloud. That's where all the long period comets come from.

That is the Kuiper Belt.

The Oort Cloud is further out and is not limited to a band on the ecliptic, but a sphere on the outer limits of our solar system (hence the word "cloud").
