"The United States does not torture." "It's against our laws, and it's against our values. I have not authorized it- and will not authorize it."

These are quotes of George W. Bush regarding the detention of terror suspects. There is proof that the United States has carried out torture. George W. Bush is either authorizing it or turning a blind eye. Either he is not preventing it.

So when George W. Bush explains that torture is "against our laws and values" who is he really representing?

The administration believes that the end justifies the means, so if theoretically speaking if torturing someone stops a terrorist attack then supposedly it's supposed to be worth it. Personally, it's like sending a message to other countries that it's ok to torture.
