The only way I know how you can get a free cingular razr is by buying one at regular price which is about $70 now and you could probably get one for free.
But I suggest you don't get one. There really crappy phones that brake really easily and take horrible pictures. Not to mention everyone has one.
But good luck finding one.

One way is through a new activation with Cingular. you might be able to negotiate the final price depending on how long you've been customer etc.
Another way is to trade a phone of equal or greater value for the Razr.
