I need to neutralize un unknown quantity of sulfuric acid, such that it will be safe to discard (in the safety guru's opinion). Please tell me several ways to do this, or give a hyperlink if you know a good site with this information.

Add small quantities of a base like sodium bicarb, then take the pH using a strip or a meter (doesn't matter). Once the pH is somewhere in the 6 to 8 range, it should be good to dispose of.

I dont know of a site but if you want to be very safe call your local wast management company and they can direct you to the best chemical disposal company. If you have alot (gallons) I would not mess with it to much because it is, as I am sure you know, very dangerous. Also your city may have laws regarding this so be mindful of this as well.
