Hello dear!
The major reason that Ottomans did not leave many "tracks" of culture is due to the Islamic tradition! It interferes with art and it creates a mentality not to promote arts. Similar is with Christianity, but after the Renaissance and the re-discovery of the Greek philosophers arts were again flourishing!

I think it depends on what you call "cultural track". the Ottomans CAME from the east (north of China actually) and well... their culture is that of the east; nomadism, sufism, etc. West of Istanbul, there was a clash of cultures. When the Byzantine empire fell, there was a desire to show off the greatness of the Ottoman empire and of the muslim conquest of what was left of the great Roman Empire. I believe that the "Ottoman" people/family were not a united group, some were more "oriental" than others. Since monument building and other "clutural traces" are less a part of oriental culture, they did not really do that as much in anatolia and other eastern parts. I believe also that the western part of the Ottoman empire was favorized from the start by the ruling class because it was richer and more diverse. there was more commerce, etc.
I'm not really sure about much of this though.
