Spray paint the base coat color and put the details on top of the spray paint and do a whole bunch at one time (spraying and detail work) so you don't have to wait for the paint to dry because it will be dry by the time you come back around to it.

Hand painted crafts are mass produced by hiring enough staff to paint the required amount within the required time.
To make more efficient use of time, some artists will paint the same portion on each piece, passing them along in assembly line fashion. Each person may paint with the same colour, adding the same strokes each time, or each person might complete a piece. It depends on the complexity of the craft.

The 'easiest way' is to get something 'fairly simple' that you can produce 'en masse' (large numbers of the same thing produced all at one time, generally) and then you can 'hire' enough workers to 'hand paint' them all in 'exactly the same way' ... but it must be a 'craft item' that is your 'final product' and not something that is simply 'mass produced and hand painted' ... so it could be a 'bird house' or a 'figurine' or something ...

Make a bunch of crafts and paint them. That is the only way I think of.
