penn state altoona or clarion university
i have a 83.34% gpa and i got a 1150 on SAT
although my average is a 83.34% on my transcript i failed a class with a 55.
is there a chance i get into college, perhaps thes two?

Penn State's main campus is a long shot -- but the Altoona campus is not. Clarion is not particularly selective, and I imagine that you would have no problem getting in there.

Princeton Review has a web site with lots of admissions information. They also have a tool where you enter information about yourself and your background. It then tells you what schools are good for you.

I would say no on Penn, and I am not sure about Clarion. You can check their websites and find their admission requirements. Generally they will also have a breakdown of their students statistics.
