before you format your hard drive,you need to make sure you have a windows (or linux) disk ready to re-install back on your p.c
you can format in dos(c:\ format c:) but the best way is to use the formatting option during windows xp installation,apart from formatting the appropriate drive it will also format it in the file system you request(fat32/ntfs)
using dos for formatting is good when you have to reinstall windows due to a virus or serious infecton,but for just a clean install use windows xp set up,and also theres no d.o.s commands you have to remember

If you want an operating system on the pc, you will need a disc of some kind. Either find your discs that came with the PC or call Siemens to order the restore discs for that model. You may also purchase the Operating System disc from a store.
If you do not need an operating system, find some windows 98 startup discs or something like that (usually comes on floppy discs) on the web. You can download them for free usually and they come with a formatting program on them.
Or you may purchase a program from a retail store for roughly $20 which will format your pc.

We really need more information on what you are trying to do. You say you have no disc do you mean a Windows disc. If you reformat your hard drive and have no Windows installation disc you are not going to be able to do anything, unless of course you are intending to install a Linux OS. Don't reformat until you are sure of what you want to achieve Good Luck

BACK UP EVERYTHING
restart your pc so it starts up in dos
then type "format c:"
