Q-government and governance is evolving. what new forms of service provision are available to all levels of government? how do these new forms challenge current understandings of citizen rights?

first off, i have no idea what this is asking. what does service provision mean? i've looked everywhere to find out what that means alone and couldn't get an answer! even wikipedia doesn't know. I really need help here
