Most often the answer to that would be the temperature is too cool. Make sure it's in the right range for your fish. If they are tropicals 76-78 F will generally be good.

There's really no explanation. Sometimes it's because they are in shock or afraid of something. Keep in mind however, fish dwell in areas they feel most comfortable with. Aside from the varies species, there are also categories for the areas fish dwell. Top, middle, and bottom. Hatchet fish is one type of top dwelling fish. Rainbows, angels, or tetras are example of middle dwelling fish. And your bottom feeders like algae-eaters, corydoras, or plecostomus like to chill on the bottom. There could be a scientific explaination to your question, but this is the most logical explaination I know of. Hope this helps.

I would say you may be under feeding or they are seeking warmer temps at bottom because aquarium temp is set too low.
